Police Vulnerable Sector Check
New Vulnerable Sector Check (VSC) Process for Volunteers
Hockey Eastern Ontario (HEO), in partnership with the Ontario Hockey Federation (OHF) and Hockey Northwestern Ontario (HNO), has introduced a new centralized Vulnerable Sector Check (VSC) process for all volunteers working with youth.

What Volunteers Need to Know:
- All volunteers working with young participants must complete a Vulnerable Sector Check.

- VSCs generally take 6-8 weeks to process, so anyone who is required to submit a VSC should start the process with their police service as soon as possible.
- The VSC must be done through the centralized system on the HEO website.
- You MUST have both your VSC (or receipt) and declaration submitted in order to be rostered on a team.

A formal letter may be required to request a VSC from the Ontario Provincial Police (OPP).

Returning Volunteers (VSC validated by HEO in 2023 or 2024) |
If you are a returning Team Official, On-Ice Official, or Third-Party Instructor with an HEO-approved VSC from 2023 or 2024, you only need to complete the online declaration for the 2025–26 season.

New Individuals or Returning Volunteers
(VSC from 2022 or earlier) |
You must:
Register with your Association in the Hockey Canada Registry (HCR) before submitting your screening.
Submit a new VSC AND complete the online declaration through the HEO submission portal.
